There is the DxDiag I just put everything cuz I don't know exactly what you want and don't want to mess anything up.
What graphics settings are you playing on ?
Since you only have 4 GB of RAM, try reverting back to the 32 bit version: http://sims4.crinrict.com/en/2015/11/64-bit-is-coming-to-windows-pc/
I changed it to 32 and it still won't work.

The graphics quality is medium. i just noticed that there is a laptop mode in the settings. I'm using a laptop so should I put that on or will it not make a difference?
