I was able to load up your test save with regenerated Sims 4 document files and saw the event was active. Don't be alarmed that there's no quest icons above the Reaper in the third screenshot below, as I've already finished the first two weeks on my account.
Note: If you had a house, the lot is blank because I do not own the same DLCs. This save was also tested with no mods or custom content loaded.I'm still having this issue after the update. I've deleted everything except my saves and screenshots from The Sims 4 folder, and repaired the game in the EA App, but the plumbob icons in the top right are still not showing.

I am having the same problem with the event even after the update - and I started a new world but there is still no quest box - just the rewards box. So I'm stuck at the Ambrosia pamphlet and if I get it and read it it disappears and still no quest box.
I don't think I should have to delete files (that scares me!) to get it to work - and I could not find a way to report it as a bug. I'm hoping the game folks are aware of the problem and working on it. We've spent a fortune on this game (and all the add-ons) and think this should work without me being a programmer.
Thank you to everyone else that is having the same problem for letting me not feel quite as frustrated.
And no mods or anything although I do often use the motherlode cheat.
