Although it worked I am wondering if there's any possible solution that doesn't involve getting rid of my mods folder. I made a duplicate of my folder and left it on my desktop and repaired the game with the mods folded in it, this caused my mods to not show up in the game and didn't solve my problem either.

Well that means you have something broken in the mods folder.

So try putting back half and test the game, keep splitting until you find the mods/cc that are broken.

Either update those or delete them.
