Unable to find "ask sim to help clean" in social menu

What expansions, game packs, and stuff packs do you have installed? BG, all EP, GP, and Stuff Packs, All kits other than Urban Homage, Castles, Courtyard Oasis, and Modern Mensware
Steps: How can we find the bug ourselves? have dirty surface. Attempt to ask any other sim (including good friends and high romance values) to help clean or order to clean. Could not find either in social menus on at least a dozen sims. Order to clean appeared one time in the very first page of the social menu (just clicking the sim), did not count towards the aspiration "Perfectly pristine" though.
What happens when the bug occurs? cannot find "ask to clean", so my counter stays dirty.
What do you expect to see? I expect to find the "ask to clean" in one of the social categories, then the target sim to clean something.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Downloaded newest update and patches and Lovestuck.

I did check every page of every social menu on 5 sims, then every page of the friendly and mean options for at least 7 other sims. I had at least one dirty counter each time. Could not find the option "ask to clean" anywhere. I typically have mods, but could not enter CAS after updating game and mods, so removed all mods to get game playable. Usually use pie menu search mod, but do not currently have installed to find this option.
