@weye13 The lagging could easily be caused by your laptop only having 4 GB RAM installed. Did it ship like that? I'd expect a model like yours to have at least 8 GB installed. And even though your other hardware is good enough for ultra settings, not having enough memory will make the game lag to some degree no matter what settings you use.
There are no Sims 4 errors in your dxdiag, which doesn't mean much since the dxdiag only lists the last ten errors overall. The Sims 3 errors suggest an issue with the graphics driver, and there are a couple of errors that list Nvidia software as well. Since you have the newest driver from Nvidia, you'll need to do a clean uninstall and reinstall of the driver. Download Display Driver Uninstaller from here:

Next, take your computer completely offline—disable wifi and/or pull the ethernet cord—and double-click the DDU.exe. Take note of where the file will land, and click Extract. If it's easier, you can copy the path and then paste it into the address bar in a File Explorer window. Open the folder and then launch Display Driver Uninstaller.exe, and you'll get a message that you're not in Safe Mode. Click OK, then go to Options and enable Safe Mode dialog. Here's a screenshot of what your options should look like; make sure the box in red is checked:
Close options, and the DDU, and then open the DDU.exe again. For launch options, choose "Safe Mode (Recommended)," and then click Reboot to Safe Mode (you'll need your password, so find it before rebooting). Once you login, you'll see this:
In the blue box, choose GPU, then Nvidia if it's not already showing. Then click Clean and Restart (red box).
Your computer will restart, and once it does, install the new driver. Reboot again, go back online, and test the game. If you're still seeing the same issues, let me know.
It should also be noted that your C drive is getting low on space. It's not critical yet, but it would be better to clear at least another 5-10 GB.
