Hi @GibberishWish not sure if you've fixed your game as yet.. if it happens with 'no cc/mods' you should try also deleting your localthumbcache package, as residual effects of mods and cc can linger, Crinricts post will step you through that process.
Perhaps try checking for any UI type mods and cc for updates here also my post here for other tips on fixing/maintaining your game with cc and mods.
