via in-game settings, make sure you have 'Enable Custom Content and Mods' checked ✓ . (You should see it under the Other tab in the in-game settings) Quit the game after selecting Apply Changes and then launch the game again for these changes to work.

You probably didn't put them in the folder the game uses. Here is an easy way to find out which folder your game is using: https://sims4.crinrict.com/eng/2018/07/how-to-find-your-user-folder/
