@Jjcrudup  Thanks for providing a dxdiag.  It looks like Sims 4 is running out of memory, which is not surprising with only 4 GB installed RAM and a relatively small page file, which is where spillover data is stored when it can't fit in RAM.  Normally, the suggestion would be to increase the page file size.  But you can't because your computer is almost out of free storage.  2 GB isn't enough for Windows itself to maneuver, let alone for other demanding apps to run.

So what you'll need to do here, if you can, is clear about 20 GB storage; 15 GB might be okay.  The Downloads folder is a good place to look for extraneous files, but you'll need to delete more than a few installers or random .zip files.  You can see the free and total storage by opening a File Explorer window and clicking This PC in the left panel.  Let me know how much space you clear, and we'll go from there.

Longer-term, you might consider getting an external drive onto which you install Sims 4.  That would clear up 20 GB by itself for just the base game, more like 60 if you own all current packs.  But it's also worth considering whether a new laptop is feasible, one with not only more storage and RAM but a faster processor and graphics chip or card.
