@syhuaa Are you saying Steam installs the game's program files to C, or that the game creates a new user folder on C? The latter is normal: regardless of the install location, Sims 4 looks for its user folder in Documents > Electronic Arts, and if it doesn't find one there, it creates a new one.
If you're trying to move the user folder, you'll need to use a symbolic link:
If you get any errors in trying to create the symlink, please post a screenshot of the error as well as the command you used. Please also post the full file path to your user folder as you see it in-game:
