@abbash93  If you have automatic game updates enabled, Origin or the EA App will auto-install any missing packs.  And it may still do so the first time you launch Sims 4 after installing, or after an update, regardless of your settings.  So you'd need to disable auto updates and also alt-tab back to Origin or the EA App after launching the game to cancel any downloads.

Or you could just disable the pack without uninstalling it.  Game packs don't take up much storage, so unless your computer is critically low on space, it shouldn't matter that the pack is present.

Additionally, you can just delete the folder for the pack you don't want installed.  This isn't officially supported, but it does usually work.  You'd still need to disable auto game updates and double-check that the pack isn't downloading anyway, but it's certainly faster than uninstalling and reinstalling.
