@Inquisitor_Malic I believe this is related to the update that disables the Safedisc system. The problem isn't actually whether you run with administrator rights; the actual service it tries to access is blocked by the system, and because it gets blocked, the system reporting the error back to you assumes that you don't have enough rights to run it. In reality, you can never run it unless you specifically get around the thing that's blocking it.

On Windows 10 it's even worse; they removed the service altogether. As it is, on Win7 and Win8, you can still mess with the registry to make sure the service does get started. More information on that can be found around the web. This seems to cover it quite well:

Apparently, another way around it is to specifically find the update KB3086255 in your Windows update history and uninstall it.
