Dead Space 2 Elite Suit

I am unable to get the elite suits on my 2nd play through. 

I completed the game in normal difficulty. I then began a game+ in normal difficulty.

1st issue is the The elite engineering suit. I believe the schematic for it should be on a couch near the 1st store in the game. No schematic present. The schematic for The Elite Vintage Suit in chapter 6 is also not present.

 I found on the web others had had an issue, & that a 'patch' had been produced to replace the .exe file.I have downloaded (from several sources) & started a game+ again (several times) but the elite suit schematics are not where they are supposed to be. Also tried unistalling & re-installing the game.
