For RA2 to work on network you need to add an unofficial patch to upgrade the (old and defunct) network protocol the game uses, and fill in the "serial" registry entry the game looks for. It's not really all that hard.

If you're trying to play over LAN, and have installed the network fix file to do so, you might also encounter an issue where the game tells you both games have the same serial. The solution for that has been posted here:
