There are two benefits of a POI
1. enhanced production
2. bonus levels
Over a period of time the enhanced production rate will drop to zero, this is because you should have higher POI's of the same type and also an encouragement to move on and not hold onto everything.
Bonus levels are very low and are more meaningful as they all add up to provide increased offence, defence etc. As they accumulate and you get higher POI's the lower level lose their bonus, again an incentive to drop them and move anwards.
