I had the same crash without the QOL improvements mod. Figured out how to complete the mission. Instead of destroying the Radar Stations to save Volkov, simply

destroy the fake War Factory and let him go rogue. Then you can kill him and
wipe out the Allied forces to complete the mission.
Unfortunate for Volkov, but it works.
