Dragon Age Origins Ultimate Edition install fails

I just got a new computer and it has Windows 8.1 my last computer had Windows 7. I had Origins ultimate on it, and, now the pop up tells me. "You must use Turn Windows on or off" int eh Control Panel to install or configure Microsoft.NET Framework 2.0 SP2. I've turned it on and off, but, I don't know what it means or what I need to do.

Please help.
