Make sure to exhaust all dialogue options. I had the same thing happen, i.e. nothing happening, then I clicked the missed dialog and she gained slightly approved, which means her meter got filled to the point where shes available for romance. What you may need to do is get her approval rating higher 😉

Romanced her into a relation when she first asked the question: 'go to bed now' there was an option to talk first and do 'that' later, which I pressed, now i'm only able to kiss, and no option for bedstuff.
Exhausted all dialog aswell apart from the 'you're an elf aswell thingy' which I think leads to dissaproval? Do i need to do this 1 aswell in order to get 'that' option? Btw i think this is pre 'A Woman Wants for Nothing' not sure though.
