I swear some JUDGEMENT things were not done via the throne but the WAR TABLE as well. I remember doing 5 or 6 in orlias and none of them were done via the throne. It seemed like only story oriented ones like the Avvar guy, Crestwood mayor, the Trevinar guy from the mage route amd a few others seem to be done on the throne. JUDGEMENT: SO AND SO on WAR TABLE seem to be WAR TABLE only.

This judgement is done on the throne.
So is the reason I can't do it because I beat the game? Or because it's a glitch?

Those JUDGEMENT: missions popped up at the War Table as a result of Judgements you already handed down at your throne. For instance, I issued a judgement of Tranquil to the Tevinter who was corrupting the Grey Wardens, and after that judgement was handed down, the "JUDGEMENT: Are You Serious?!" mission became available (where - because you started using Tranquil as a punishment for mages - you had to nip another mage rebellion in the bud before it got up a head of steam.)
So yes, you had JUDGEMENT: missions at the War Table, but they were directly related to judgements you already made at the Throne.
