Well aren't I the Maker's special little idiot, turns out that one can still log in to one's EA account in-game despite the servers being down. I thought I had tried that, but apparently I can't even type my password correctly. Naturally succeeding at this task fixed everything. Well at least it's not like my shame is for all to see forever on this here forum... wait...
I had this issue as well recently. Logging into EA account does not work for authorization of DLC.
Solution:
You need to log into dragonagekeep.com and then sync your career in the Career section of the keep website.
Then you will be able to log in while running DA2 using your EA credentials. Once Logged in it will automatically authorize the DLC.
Does not work without a synced career I found.
I tried all of these solution however, it does not appear to be syncing with DragonAgeKeep. So I am currently unable to get my DLC working for Dragon Age 2. In my EA app it recognizes I have all of the DLC and says it "monitored by Steam".
