Clearly that is not what he wants to do.
On windows 7 you can do that, but you need to apply the settings under the compatibilities tab of shortcut (it should not be grayed out than, it's called "disable desktop composition").
On Windows 8, I'm afraid I don't see that option at all!
On WIN8 it is tied to the Start screen, and you need a process killer.

Programs like "Game Booster" that disable un-needed processes while in-game might do that though. As well as increase the game speed if that is what you are looking for.
