I tried safe mode but it still don`t work.
Maybe its a win10 problem because it worked at win 7 but when i installed win 10 and then dragon age its started getting this error.
can i download these in win 7 and then copy it to a pendrive and then insert to the game folder?
If so where should i paste it?

Hmm, you can try that, but I'm not sure it'll work. You can drop the folder into Origin Games\Dragon Age\addins, hopefully it'll work without issue.
Finally i solved this!
I downloaded the full game with DLC-s in my other pc and then copy the files to the one that have win 10.
Now its working like a charm!

Good stuff, thanks for the update. This shouldn't have been needed though, I'll do some testing and see if I can replicate the issue on my end.

I seem to be having the same problem but I do not have a computer that runs anything before windows 10 XD so I'm not resetting a computer for 1 DLC but I would love it if this could be fixed :P
I have same problem.
I bought Origin Access and installed DA:O some time ago.
At first safe mode downloading solved my problem.
However if you read information, it says "reduced download speed".
So I decided to deactivate safe mode.
Guess what happened after deactivating safe mode? 🙂
The problem occurred again.
I have more than one computer and this one has Win10 while others relies on Linux.
Thus I do not have a chance to download DA:O from another computer and move to this computer.
As I see it, the problem will continue to annoy me.
Mine also said they failed, but once in game I received everything I was suppose to.
