Same thing here. I have completed all of the quests but the Lost Temple of Dirthamen won't remove itself from my world map after completing that quest. So since that quest isn't complete the diaglogue with the keeper won't initiate to release the dalish agent that wants to join the inquisition.

Also there's another way to gain approval, by completing a dungeon in the Emerald Graves. Perhaps completing this and then making the pro-elf choice will help to finish the quest.

3. The Golden Halla
4. Well stocked Camp
5. From the Beyond
6. Dalish Perspective
The only Dalish related one for which is left in my journal is
1. The spoils of Desecration
As for the Emerald Graves Everything there has been completed.
Any help would be appreciated.

Total is +17 if you do the math however, you only need +15 favors to recruit Loranil and complete the quest. I believe, completing the Knight's Tomb quest grants you another +1 favor if you give the scroll to the Keeper. Significant if you killed the golden halla.
I have a bug also! I have completed all of the quests for this in Exalted plains. My favor with the Dalish is zero! I maxed out each quest, but I am unable to recruit Loranil.
Now I have completed "The Knights Tomb" and gave the item to the Dalish. On the screen it says "Dalish Influence +3", but under completed quests, "Exalted Plains", "By the Grace of the Dalish", it still says Dalish influence zero. I went back and looked at completed quests again and "By the Grace of the Dalish" was moved to current quests, but it is still zero. I think it is a mod interfering. I have way too many mods to figure it out though. I hope I can get it figured out before my next playthrough.
I figured out the cause of my problem. It is the mod "Inventory Perk Upgrade 5000.fbmod". After uninstalling it, my Dalish favor peaked out. I no sooner started talking to the clan leader, when he started to apologize and told me that I could recruit Loranil if he still so desired.
It turns out that it was easier to find than I expected. My shards would say something like "Shards Found 12 / 5000". I also saw something similar with Mosaics and a few other things. I kept noticing the 5000. This mod was the only thing that changed anything to 5000. I went to the website and many other people had similar problems.
