Sorry to necro, but found this post when I was trying to get the same issue resolved. Got it sorted, I just needed to restore the licenses for the dlc. Just Select 
(Settings) > [Account Management] > [Restore Licences].

Where exactly can I do this in Origin? Sorry for bothering you
It is December 2021, and have not found a resolve of missing dlc, especially for Black Emporium. You mentioned settings-account management-restore license. where can this be found???
