I personally have never seen it, after acquiring the perk on multiple playthroughs, so I think you're good now.

Personally I'd stay away from exclusive training, i'd view it as one of the less-valuable Inquisition perks. IMO getting another point (or just respeccing into a more efficient build) isn't worth the tradeoff compared to the other potential perks.

Hmmm, as I'm gonna have the horsemaster, extra potion slot and knowledge perks, it's not like I'd go a great way to get it, and perk points don't grow in the trees precisely, especially for a Mage that uses almost all of his skill trees like me.
You can farm gold to buy all those reputation treaties from Skyhold, but you can't farm levels. Not when you reach the soft limit anyway.
