it let me uninstall it but now i cant install it again since apparently i still have it

The correct way to uninstalling apps on Windows in general is by going to the Windows Settings > Apps > Click on the app to uninstall them.
If you used another way to uninstall the app, then there might be some files left over as it wasn't uninstalled properly.
You can solve this by running the Microsoft Troubleshooter and removing EA Desktop that way, it could be that it's listed as an Unknown/Unidentified program.
