If anyone is still having this problem, I've found the solution in another thread in the Titanfall 2 forums.

Using a VPN to start the download worked, I then turned off the VPN and restarted the app and it continued to download for me as well. Thank you so much @claunacto!

    @Wolfs119How is downloading a VPN (Even if free) a viable solution? Has anyone had any other luck? I have a VPN already and tried this to no avail. To be honest, I just got EA play and every single game says "Loading". Adding another VPN to this is not a solution. Thats a workround.
