I feel you are only focusing into Steam at the moment, just want to make it clear the issue is also on the EA APP, and maybe what I want to get clarification from EA's side is why, if languages are limited somehow by region... in the purchase process this is not clear, and all languages are shown as avaliable? That's probably the first pointer in here that would like to get a solution.
So maybe that's a good point now to start from there, second if you go and check my last post, where I showed the screenshot of avaliable languages, can clearly show to you that there seems to be a clear issue there.
Another clear example, I have a Spanish friend living in the US, and he wanted to play the game in Spanish from Spain, but is not avaliable that option also in US only Latam Spanish, so everything points out that a lot of the issues are coming from some "region language lock" but is just not clear over the sales process, at this point all of us that have bought the game under the assumption that we will get all the languages are not getting that, pretty much it can be considered false advertisement, and there should be some way to fix this for everyone that bought under that assumption. (Maybe EA rolling out an update so EVERY language will be avaliable as shown in the purchase process)
Hope this is clear, and if you require some more info we are more than happy to bring the needed info.
PS: I also believe that marking this as "solved" might give the wrong impression, and just to clarify as the original poster there is no clear solution yet for this.
