Low GPU usage

I bought the game and i despite having a good pc (RTX 4060, I7-12K), the game stutters with no fps drops and i think its due to the low gpu usage, (roughly 40%) while the CPU is 100%.

This causes the game to stutter and not feeling smooth, does anyone as the same problem or a fix?
