I'm from mexico and i have the same problem, can't choose paypal method, and in the payment screen i don't see any link to change the payment method, please help

im from Sri Lanka and i have setup my account in a way where the only payment option avilable is paypal. but when ever i go to checkout it always shows only the creadit card option and dose not have any links to change the payment type. need to get some games but stuck due to this stupid issue.
