No, right now the only way I can enter a household in a new game is to save from edit town, exit to the main menu, reload the save, and choose switch household. Which doesn't seem to be available in University.
Will try the factory reset.
Working as normal after reset, restoration of options.ini and saved games. Will continue restoring folders and seeing if any break the game again.

No, my Sims arrive at University just fine. They just haven't been able to move in.

keeping my fingers crossed for you
Something went wrong. Trying again.
Still not sure what is causing this problem but at least I'm back at a point where it's possible to enter a household as normal. I did notice that the problem hardly happens when I'm not logged in so could be that starting a new game while logged in is causing this and it's only fixed by a factory reset.
If it is something in my folders causing this, I'm going to leave my Sims 3 folders alone now and redownload all my store content.
Yeah, starting a new game while logged in seems to cause this. No idea how that happened.
I am able to start a new game as normal while not logged in.
Huh. I also fixed my problem with failing to share with the Exchange.
