If you purchased the Humble Bundle like I did which has Sims 3, High End Loft and Late Night.. The codes are listed under Origin, not Steam. That's where you could be going wrong.
I suggest (and could be wrong, complete newcomer to Sims and Origin):
1: http://www.origin.com/create - To create an EA/Origin account, its also up to you if you want to download the Origin client. I recommend doing so.
2: http://www.thesims3.com - Sign in using your EA/Origin account, then register The Sims 3 using your code (this code is unredeemable via Origin client)
3: In the Origin client, now add the other two Sims codes under Games>Redeem Code. Once you have done this, you may need to refresh/reload your games library.
4: Download and install whichever registered Sims games you want to via Origin.
You can also register your Sims games via the website instead of the Origin Client but as for downloading the product I wouldn't know without having the Origin client installed.
PS. On your humble Bundle page, click "Steam Codes" to redeem what games are avaliable for Steam.

lol, no. i have origin, i got all games on origin (but the sims) and the games steam was enable on steam as well. took me 20 sec for all games on steam, and 3 hours for origin games. They sell the sims on steam, so why not a serial code for steam as well?
both my 16 digit and my new 20 digit the sims 3 wont work, but the 2 expasion packs worked.
