you need to use the romantic interactions give flowers ,kiss, switch to chat back to romantic  it shouldn't take too long too do this the more romantic interactions you do the sooner the other options show , kiss,stroke cheek  flirt eventually you'll see an option propose going steady as soon as that one happens the other options show up propose marriage after your sim propose marriage you can have a private wedding just betwen the two sims,or arrange a wedding and invite other sims over to the wedding party
