What I meant is that ctl-shift-c is also used by another program but I see that don't have troubles getting the cheat console to show up so my bad, I mis-read that.
Are you using any other mods ?
Try resttetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-3/FAQ-Troubleshooting-Steps/td-p/714/
You won't loose anything. Just make sure to not delete any files and make a backup.
Yes, I'm using other mods. And, sorry for asking this but, how do you make a backup folder?

Just copy the whole folder to an external drive or USB stick.
That didn't work...
It doesn't work if you have all mods removed ? Just after renaming the folder and not putting anything back ? In a new save game ?

It still doesn't work. Even if I remove the mods and start a new save game. If you don't know what else to do that's fine I'll just go to Best Buy or something, and ask someone.

What happens if you type HELP
Does that give you a list of cheats that can be used or nothing at all. It is a bit of a curious issue and I'll see if some of the other helpers have an idea.
I seriously doubt that a best buy guy would know.
Yes it does, and I tried all of them. I'm pretty sure that the only one that works is motherlode. Which gives you money. And when I unpaused my game it was super slow. But that might be because my mods are gone?
did you clear the cache files after removing the mods ? if not close your game down and clear the cache then launch your game and use the reset all sims cheat as some sims may have got stuck somewhere you cant see as sometimes if the game seems slow one reason is stuck sims which can cause a lag
and if the cheat works bob's your uncle 🙂
delete the cach files go to electronic arts/the sims 3/
•CasPartCache.package
•compositorCache.package
•scriptCache.package
•simCompositorCache.package
•socialCache.package.package
it's safe to delete these files as a new ones will regenerate
to reset all sims ctrl+shift+c hold all 3 together in the menu bar that appears at the top of the screen type in resetsim * (inculding the * hit enter ) this will reset all sims inculdeing your own
Oh my gosh yes that works. But testingcheatsenabled true still doesn't work where that one allows you to change appearances, and some other stuff. But now I can move my sims. And should I move back the mods, or reinstall them... or

you can use a mirror to change your sims apperance put one on a bathroom click on it option change apperance use a dresser to change the clothes
are you using the right cheat code for XP and & win 7 it's ctrl+shift+c hold all three together and hit enter for win 8 in some cases it's the way you do it for vista ctrl+shift+windows+c
i'd try first before putting the mods back i'd start a new game to see if the cheats work in a new game ( just in case something went wrong with your other game say a corruption ) if the cheats work in the new game but don't in the old one then something messed up if they do owrk then in your old game save your sims via edit town to the libiary and start a new game with them once you have them settled in the game save and quit and nake a copy of the game to have as a back up
Yes it works, and I'll just use a mirror, and dresser. But I have one more question.
Do you reccomend University Life, or Island Paradise? Becuase I want to get a new expansion pack, but I don't know whcih one to get.

If you already have lags, I would recommend Uni.
Island Paradise has a lot of lagging issues.
