usually you have to place the lots  yourself via the edit town so if your in usla paradiso go to edit town fond an empty lot the same lot size for example 40X40 then click on the lot then change lot type to community then from the drop down menu select the lot type to for example dive bar click accept then from the libiary click on the community lot bin scroll to the late night ones find the again for example dive bar click on the lot in the lobiary then click onyour empty lot to place the lot in game to place the lot then rotate it to the way you want it face the road click accept then return to game and your lot will be in game
