what happens if you sell the bars and replace them with new ones

Nothing. Still can't use them or click on them. I've tried restarting the game, replacing the items, restarting my computer, etc.
just for testing purposes have you started a new game and see if the bars work there ? it could be a save game corruption i'll post his in the helpers corner too to get some more help for you
Also are you using any mods in your game ?
I'm having a simlar issue. I am on the new resort on the 5-star island. I can hire a pool bartender, but not on the professional bars. No option except to make drinks yourself. Also, I can still do all the hiring/firing for other staff just fine. There are not issues at Hobart's, just the no trouble atoll resort. I have the overwatch mod installed only. I have the latest patch installed.
Edit: I deleted mods and the problem still exists
Did you try replacing the bar ?
- Yes, of course. I tried all the types of bars and the same issue happens every time.
Is your game updated to 1.67 ?

when you removed the mods did you clear the cache files ?
delete the cache files go to electronic arts/the sims 3/
•CasPartCache.package
•compositorCache.package
•scriptCache.package
•simCompositorCache.package
•socialCache.package.package
it's safe to delete these files as a new ones will regenerate
