I have also noticed that my mods folder does not hold any of the regular clothing and cc type mods except my nrass mods (i added them again as I saw online it sometimes can fix the issue)

My mod are only actually saved within the sims 3 launcher and im not sure how to access and remove them in a way I could easily put them back.

@Thiccc_Eric  There's a difference between mods and custom content.  Mods are files that add or change functionality within the game; cc consists of custom items (clothes, hair, furniture) that behave in the same way that equivalent items do.  Mods are always .package files added to Mods\Packages, whereas cc can be .package-based or .Sims3Pack-based, and the latter type is installed through the launcher.

To temporarily remove any custom content installed through the launcher, open Documents\Electronic Arts\The Sims 3\DCCache and move the files that end in .dbc somewhere else (a folder on your desktop is fine).  These files can be added back later and will work fine again, but while they're gone, the cc they contain will be gone as well.  Whenever you add or remove content from your Sims 3 user folder, be sure to delete the five cache files as well:

    • CASPartCache.package
    • compositorCache.package
    • scriptCache.package
    • simCompositorCache.package
    • socialCache.package

On a separate note, a couple of the errors in your dxdiag have to do with the VC++ 2005 x86 runtime, which Sims 3 uses.  These crashes could be due to your cc and not the runtime itself, but it's easy enough to uninstall and reinstall the runtime just to be thorough.  Hit Windows key-i, select Apps, scroll down to the Microsoft Visual C++ Redistributables, click on the 2005 version, and select Uninstall.  Don't touch the versions from any other years.  You can download and install a new version from Microsoft:

You only need the x86 version, not the others.  Restart after installing and before trying to play.
