the game may have made that sim an NPC there is a couple of things you can try when you launch your game use the save as give that save a new name thus leaving your original save untouched  then call the sim invite over try the invite over at somewhere between 6-8 am otherwise if you try during the day the sim may accept the invite but you may get a message after a few mins *sorry something came up and can't make it as the sim goes off to do something else then you have to play hide and go seek as to where they could be and you run around the town looking for them so invite over early once the sim arrives

on your lot make sure they enter the house then use the cheat to add the sim to the household

ctrl+shift+c (hold all three together) hit enter to bring up the cheat window at the top off the screen then type in testingcheatsenabled true hit enter then hold shift click on the sim you should see an option add to active household the sim will be in the family then turn the cheat off ctrl+shift+c (hold all three together) hit enter to bring up the cheat window at the top off the screen then type in testingcheatsenabled false hit enter

the other one you can try also is go to edit town move the family out and see if it "grabs" all of the family including the child then move back in
