@BrandonJigger The opportunity to eat at a restaurant has been bugged for a long time. Sometimes it works, and sometimes it doesn't. One of the reasons it doesn't work is if the restaurant is part of a combined rabbithole with some other business—combo buildings can break most opportunities. But even a standalone restaurant doesn't always cooperate. Make sure your sim eats alone, not in a group with anyone else, and that you choose the gold "eat here" option instead of the blue one.
With the exercise opportunity, I think you have to report to another sim once you're done. You should see a star on the map where the other sim is located.
I don't know about the other celebrity opportunities. Some of them may be bugged as well, or perhaps there's a problem with your sim. Does this happen with just one sim, or all of them in your game? What about a new game? Do other opportunities work for this sim? It can often be hard to tell whether the issue is due to the game itself or a particular sim or family. But one thing that may help is deleting the five cache files in your game folder. It's a good idea to delete them often, even when you're not having game issues. For reference, they are:
- CASPartCache.package
- compositorCache.package
- scriptCache.package
- simCompositorCache.package
- socialCache.package
