How long did you play, in sim-days, before you realized that the collectibles weren't spawning?  It can take a couple of in-game days for everything to show up.  And I believe that flowers aren't available in all seasons; perhaps that's true for small animals.  (Besides, it would be hard to find anything under all that snow.)

It would also be helpful to know whether you've tested in multiple saves, since this one might be borked somehow.  Try starting a new save in Sunset Valley and see what happens.  Again, play for at least a few sim-days.

I've also noticed that it takes a bit of time for the spawners to become active in a new play session, even if you've been playing that save for a while.  You might need to let the game run for a sim-day or so without quitting to see objects start spawning.

Another potential cause of a lack of collectibles is an underpowered computer that's already overtaxed running the game.  You can post your specs here, or better yet, run a dxdiag and attach the results to a post.  Please also list the packs you have installed; some, like Seasons, are much more demanding than others.
