I solved the answer myself.

The plot was glitched, not the family or the property.

I evicted them, copied the house to library, bulldozed the house, and then bulldozed the plot of land too.

I then clicked world edit and placed a new plot of land (60x60) where Goth Manor had been.

I then placed the copy of Goth Manor into the plot and placed the family who were now on my clipboard back into the house.

And everything is back to normal, my Sims can return home, there are ghosts... yay 🙂
