 in the start menu type in turn windows on then clcik on that to open up a window check if the .NEtframwork is turned on see image to see .net framwork is on in that image is blue if not blue on yours click the box to enable click ok the chages should be saved then it may take a few mins for it

also use the check for windows updates to see if there are updates for your computer which may inculde .NET framework updates
