I am having same problem, cannot play The Sims 3 right now, all addons stuck on installing, and I am missing some add-ons I had before that were on my steam that were transferred to origin before the EA app.

@xXShinkoXx For the packs that are stuck installing, try clearing the EA App's cache and restarting your computer.

If that doesn't help, uninstall the base game, clear the cache again, and try installing everything at once.
For the missing packs, you'll need to contact EA customer support and ask what happened to them. You can take screenshots of your Steam game library showing your owned add-ons and upload them when you submit the help request.

Or you can try reinstalling Origin and downloading the content from there.
There's no need to uninstall the EA App; you can have both on your computer at the same time. Some players can't view their packs in their game libraries, and if you're one of those affected, you won't be able to download from Origin. But at the very least, you could also take a screenshot of each missing pack's product page showing you own it and submit those to customer support in addition to or instead of your Steam info.
