@puzzlezaddict So sorry for not replying. It's been a long two weeks. But thank you for answering this. I really appreciate it.

As for the FPS problem, I just don't understand why the method I'm using doesn't work. I think it's because I was forced to use the EA app. I did manage to get it to lock at least once when using the app, but the fps rate has now gone back to 300-500. (And note, I am using the correct sims file).

I'm not using the Lazy Duchess Smooht Path or the Riva Tunner one. Should I use these instead? Do they work better with the EA app. My former method just doesn't seem to be working anymore...

@elleskyheart  If you have no other use for the Smooth Patch, you don't need to install it.  RTSS will be the better option because it won't change anything about Sims 3 other than limiting the framerates.  Once you've installed it, you should see something like this:

Add the appropriate .exe (highlighted in blue), set the Framerate limit to whatever you want (red box), and either set it to start with Windows or not (yellow box), whatever is easier for you.  RTSS does need to be running while you play, but you can minimize it to the Tray if you like.

You'll also need to restart your computer after installing RTSS and before expecting it to work.

@elleskyheart  Is this after restarting your computer?  I've noticed RTSS doesn't seem to work right until after a restart.

If that isn't the issue, what OS are you running, and where did you download RTSS from?  This is the primary source, although it's reposted elsewhere too:
