For me, there is less stuttering with the DLSS + Quality setting as well.

It's just strange that no graphics settings improve the FPS, not even if set to ultra low.

I'm already considering uninstalling the entire game…

Hwinfo64 or msi afterburner should tell you your CPU usage.

If any one core is pegged at 100 then doesn't matter what you do on the graphics side your cpu just can't feed the gpu any quicker

While playing WRC:

CPU usage 27%
GPU usage 64%
FPS 63

99% FPS 53

If you get the same framerate no matter the resolution and settings, it may be the framerate capped by connected USB devices issue. I have performance issues on a RTX3070, i manage to improve things by using HIGH settings instead of ULTRA but the game overall doesn't look good and STUTTERS.. I play at 1080p, is this normal?, or this is likely because of bad optimization?
