@thegrreatfall, if you have any Mods or CC, that could be causing the problem.
I've checked with someone and the only bug that was similar was a long time ago and it was fixed. While there is a chance a new, similar bug has arisen, we can't be sure unless you tell us if you use Mods/CC or not!
Since I don't' use Mods, I tested in my game. I wasn't near the time for the Spice Festival (where the Mexican food stall shows up) so I placed a stall on a lot and had some Sims eat the spinach wrapped burritos to test. These were Sims I know didn't have the recipe for the spinach wrapped burritos. They were able to learn that recipe, so it isn't linked to the spinach burritos , but might be linked to whatever food is your last on the list.
Is there a chance that you got the wrong food item? I would right down if you haven't already which ones your Sim has learned and can make at home. 🙂
But if you do use Mod/CC please tell us! Mods/CC can cause a lot of problems in your game if you don't keep up with them or if the creators don't keep up with EA's updates! Even something like a CC hairstyle can mess up your gameplay in a seemingly unrelated way! 😮
If you use them, please do the following:
1) temproarliy remove you Mods folder to your desktop
2) Delete the localthumbcache.package file in the game folder and fix you game in Origin.
3) Fix you game in Origin by signing in to Origin, click on Origin/Library; right-click on The Sims 4; click on the option to "Repair game". Wait until Origin fixes all packs you own, and not just the base game.
4) Turn on your game. This will create a new Mods folder that is empty
5) Check to see if your problem is fixed with out Mods/CC.
If you game works without your Mods/CC then you will have to comb through your Mods/CC to find which Mod is outdated/broken. If you have a lot of Mods/CC you will have to use the 50/50 method to find the broken one(s). Then you would have to go back to were you got that Mod or CC from and see if the creator has an updated version, and you would have to now use that one! Keep in mind that every time EA releases an update/patch Mods and CC have the chance of not working! It is up to the Mods/CC creators to keep up with EA, and it is up to you to keep up with the Mods/CC creators! 🤨

- @PugLove888 I play on PC and I use CC but no script mods. I haven't tested to see if other Sims have this problem because I've never had a Sim get this close to finishing it before.
@thegrreatfall, hopefully what @k3llybean suggested will work for you! 🤞 If it doesn't then even though you use only CC, you can still easily test it by temporarily removing your Mods folder to your desktop, deleting the thumbcache.package file , repairing you game in Origin, and then playing your game to see if that helps. 😉
But if you still have problems even after doing what @k3llybean and I suggest, then please fill out a bug report in the link from above! 😇
