@cake254 it's actually just about possible to have a rental lot in each district of San Myshuno.

In the Fashion District you can make 1 Torendi Tower Penthouse into a rental lot. In the Arts Quarter you can use Fountainview Penthouse (see attachments).

I don't have the Old Salt House now as I've built a new lot which is a communal apartment complex. But there's that lot in the Spice Market and I've built a Penthouse on the Stargazer lot in Uptown which can also be used for rentals.

But I agree it is a shame you can't use all of the smaller/regular apartments as rentals as it won't let you change the lot type from Apartment. I even checked on Spire Apartments but it's not possible. I wish they'd change this. I don't know if there's a mod for it on PC though, I'm on console.
