Yeah I've had the issue as well. Seems they just go and overthrow, or r off target a lot. Especially when a WR is wide open. And ur WR can't catch up to the pass even if they r like 95 and above. But speaking of ratings not mattering, major issue as well is the OL. Can't tell u how frustrating is it when u have an OL 80+ Star dev+ and when Joe Schmo who's a 68 overall normal dev just blasts through or bull rushes w/ no problem. OL play in this game is absolutely horrible. And God forbid islf a anyone on D has their X activated b/c they just kill ur OL. Y these guys don't have XF abilities of their own is mind boggling.
