I have the same question? can you make it a DLC or somehing

The Dr Pepper promo items are part of the Recon Operation Pack DLC.

Now that you mention it, that is indeed PS3 only. I have those DLC items myself on PC and didn't get any Dr Pepper. I'll try to remember how I got them.
Edit: There used to be a workaround to get the DLC without having to buy Dr Pepper. Unfortunately, this still required a visit to the promo page on the Dr Pepper website, and that page no longer exists.
yea it seems like the codes was deactivated befor 2011
What will be if i download this 3 DLC manually from site?

Tried downloading the Recon Hood, it said it was unable to authenticate it and to log into the Cerberus Network with the account I used to buy it.
