You need to install a patch for ME2 first. When connected to the internet, start up ME2 while signed into PSN and you'll be prompted to download and install the patch. The patch enables save imports so that the "Import ME1 Character" option appears when you start a new game in ME2 . Unfortunately I don't know of any way to install the patch without internet access, but once you do have the patch installed you'll be able to play ME2 and its DLC offline if you want to.
