I'm sorry that you encounter that problem too. I'm even more sorry to have to say that most likely this bug will never be fixed ☹️
I had the exact same issue with FIFA 17. When I searched for a solution, I found some forum post from FIFA versions even some years ago. So EA was aware of that bug FOR YEARS but didn't fix it. They even ported it to Madden.
And for me, they made it even worse: I not only have this issue with Madden 19 too, but the screen "flickers" very, very often. With flickering I mean that the screen goes black for a second or so. That seems to happen because the resolution is rearranged, but I'm not sure. This happens one to five times during each single play and mostly when the cinematics switch to ingame footage or vice-versa, but as you can imagine the game is absolutely not playable.Two years ago, when I had the fullscreen bug with FIFA, I tried every solution I found, like updating drivers and so on. I didn't only search for FIFA, but for every game or application that had a similar problem and tried dozens or hundreds of solutions. None worked :/
The only thing I didn't try was to install Windows 10, because I don't like to use Windows 10 and I won't pay some extra money and upgrade my operating system because the poor programmer performance of EA and the unwillingness of EA to fix this bug over years. I will install Madden next week on my PC in my office and check if it works, but this is not a solution to this old and easy bug! More or less "funny": The FIFA 17 demo worked without that solution.For me, I assumed such problems and didn't buy the game this time. I use it with Origin Access Premium. If this bug won't be fixed within the first month and/or if FIFA 19 has this bug still too, these 15 Euros will be the last money ever EA has seen from me. On the other hand, if they will fix it, I would subscribe to one year fot Origin Access Premium I think...
So, I hope the best for us all and that EA will fix this bug finally! In reality, not only stating that they will do it, like they already did with a lot of FIFA versions. I look forward to that patch...

The fix is expected in an upcoming patch/update. I cannot give an exact date as that may change before being made available.
You have an 'N' Edition of Windows so you should download and install the following Media Feature Pack:
Additionally, you should go through the following to help ensure your GPU is used rather than the video processing on your CPU:
- Open the nvidia Control Panel
- Click Manage 3D settings
- Click the Program Settings tab
- Click the Add button
- Select the game from the list or click browse and navigate to C:\Program Files (x86)\Origin Games\Madden NFL 19\Madden19.exe
- Select Madden19.exe and then Open
- Customise individual settings if you like
- Exit nvidia control panel and try playing.

yeah, I tried that before, to na avail. Just downloaded an updated, still full screen doesn't work.

You posted the link to the Media Feature Pack for Windows 10, but I'm using Windows 8.1 😉 But nevertheless, I'm a developer by myself and therefore already installed the Media Feature Pack for my OS long time ago. I tried it today again, but this is what the installer mentions and then it aborts the installation.
My graphics driver is and was already configured to use the dedicated NVIDIA GPU globally, but I set it like you mentioned it and tested it. That didn't help too.
The latest update did not change this problem.
I can be wrong or not, but I feel like the flickering is a little bit less annoying right now. But it still exists and makes the game still nearly unplayable. In another thread a user posted a workaround for that. He says that the problem occurs because the cinematics are unsuccessfully trying to switch to fullscreen and if I switch to windowed mode in ingame settings the problem could be solved. I will try this later.
I think it is very curious that nearly none of the PC fixes from the changelog of the latest patch does work for me. As an example, I can say that the visuals for mouse are displayed even when I play with gamepad only...
Important info:
I installed Madden on my PC at office with Windows 10 and the fullscreen mode worked without any problems on this machine. This confirms my suggestion that the problem could be relevant to Windows 8/8.1!- EA_Barry7 years ago

I assume you have tried manually running the DXSETUP and both vcredist files as an Admin. from the game install location?
That should account for any difference between OSes.
